Operations Protect Our Children â ⬠(also called Saving Operations for Our Children ) is a joint operation of 2011 by US Immigration and Customs Enforcement, and the US Department of Justice's Exploitation and Del Capita Section and the Asset and Money Laundering Section Division to execute "a seizure warrant for 10 website domain names involved in advertising and distribution of child pornography". Enforcement action was pioneered by the Cyber ââCrime Center IC3 (C3).
One of the confiscated domains, mooo.com, is the property of the FreeDNS DNS provider. FreeDNS states that on "February 11 at around 9:30 PM PST mooo.com (the most popular shared domain on fear.org) is suspended at the registrar level." All 84,000 subdomains of mooo.com are then redirected to a warning stating:
This domain name has been seized by ICE - Domestic Security Investigation in accordance with a foreclosure warrant issued by the United States District Court under the authority of Title 18 U.S.C. 2254. Service to mooo.com was restored on February 13 at around 7:15 am, although the FreeDNS admin noted that it would take up to 3 days for domain propagation. This means that affected sites will not be used and will continue to display child pornography allegations.
It was initially unclear whether the entire domain mooo.com was closed due to an administrative or intentional error, ICE later apologized for the seizure stating, "During joint operation with DHS and DOJ law enforcement targeting 10 websites that provide explicit child pornography content, higher and related sites are inadvertently confiscated over a period of time. "Excessive seizures have led to criticism of the DOJ's ex parte warrant process and possible misuse.
